OIMS Reporting Bangladesh: 24-Hour LC Rule
Bangladesh Bank's FEPD-1 Circular No. 30, issued on 13 August 2026, requires advance OIMS reporting for large import LCs. Part A, paragraph 6 specifies a USD 3 million threshold and reporting 24 hours before LC opening, excluding government imports from this particular requirement.
Authority: Circular 30, Part A §6, printed page 2 / PDF page 7. Read later effective instructions alongside the consolidation.
Reporting and classification matrix
| Scenario | Control | Reference |
|---|---|---|
| Permissible imports | Regular OIMS reporting | Part A §5 |
| Large import LC | Advance OIMS report | Part A §6 |
| Government import | Excluded from this advance report | Part A §6 |
| Product permissions | Determine separately for actual goods | IPO and sectoral instruments |
Boundary control: the consolidated wording combines “exceeding” with “and above”. Screen exactly USD 3 million as covered; record this operational interpretation. The historical Circular Letter 29/2022 expressly used an inclusive threshold. Use Circular 30 as the consolidated reference.
AD bank and importer checklist
- Reconcile the PI/indent or contract with goods, quantities, units, transport terms and eight-digit HS codes.
- Retain comparable price evidence and verify counterparties.
- Determine threshold applicability and any government-import exclusion.
- Record successful reporting and planned LC-opening timestamps.
- Check later instructions and complete the separate LC, tax, permit and post-import controls applicable to the transaction.
Source: Part A §§5–7. Retaining a timestamp record is a recommended audit control.
Timing model
Elapsed hours = LC-opening timestamp − OIMS-reporting timestamp
Operational screening condition: elapsed hours ≥ 24
Illustration: Monday 10:00 reporting supports Tuesday 10:00 opening at the earliest, subject to other controls. No OIMS submission is made by this page.
