HS codes and the Import Policy Order
Eight digits classify
Bangladesh customs classification for the tariff schedule uses an 8-digit HS code. The code identifies the line for duty and for a policy search. It does not, by itself, authorise importation. A banker who prints the code on the LC and treats the job as finished has completed the classification box and skipped the permission box. Both boxes matter, and they are not the same box.
What Circular 30 says about who regulates imports
Part A of FEPD-1 Circular No. 30 states that import of goods into Bangladesh is regulated by the Ministry of Commerce under the Import and Export (Control) Act, 1950, through the Import Policy Order in force and public notices issued by the Office of the Chief Controller of Imports and Exports. Foreign-exchange permission for an AD to pay is a different layer. The circular tells banks how to pay for admissible imports. Admissibility is the policy order and the notices.
Restricted goods
A code can be live in the tariff while the Import Policy Order treats the goods as restricted or conditional. The importer may need a permit, an NOC, or another approval from the authority the Order names. Finding the code in a tariff PDF does not retire that condition. The portal’s product-screening note makes the same point in operational language: the code is the starting point, not the whole screen. Read the goods description, the end use, and the current Order.
How this meets the LC
The commercial invoice under UCP 600 Article 18 must correspond with the credit’s goods description. If the credit’s description and the HS code point at different goods, you have a conflict problem under Article 14(d) as well as a policy problem. Do not “fix” the code in the documents to match a more convenient duty rate. The declaration the importer signs, and the IMP form the AD reports, should describe the same goods as the invoice and the bill of lading.
What this page is not
It is not a classification ruling and not an IPO reprint. The Bangla Gazette text of the Import Policy Order controls where an English working file and the Gazette differ. If a later public notice changes a line, the notice controls that line. Use the research box with the full 8-digit code and the goods description, and read the source the answer cites.

Frequently asked questions
Does selecting an HS code allow the import?
No. The code classifies the goods for the tariff, the duty calculation, and the policy search. Permission is a separate question.
Who regulates whether the goods may be imported?
Circular 30, Part A: the Ministry of Commerce, through the Import Policy Order in force and public notices of the Chief Controller of Imports and Exports.
What if the code exists but the goods are restricted?
A tariff line can exist for restricted goods. The importer may still need a permit or NOC from the authority named in the Order. The code does not replace that condition.
