English working translation
The 8 September deletion and all 12 changes in the notification dated 20 September, published 24 September 2026. Each change applies only to the stated provision. The official Bangla text governs.
FOC percentages, new-factory capacity and sample quantities must be read with the base policy; they are not all newly introduced by this amendment. Domestic procurement is paragraph 25(14).
Paragraph 25(12) is deleted. This order takes effect immediately.
The deletion is in the 8 September notification; other applicable import conditions remain.
Official original · PDF page 1Private importers shall submit to Customs at goods clearance, electronically online, the cover note and corresponding insurance policy issued by Sadharan Bima Corporation or a Bangladeshi insurance company or, where applicable, a foreign insurance company.
Official original · PDF page 1In paragraph 12(2), insert “free of cost” after “without prior permission and permit from the Chief Controller”.
The sample category limits are base-policy provisions; this amendment adds express FOC wording.
Official original · PDF page 1In paragraph 25(1)(a), insert “or TT” after “irrevocable letter of credit or contract”. Add this proviso: special fabrics of any shape or size used to make special garments made solely of artificial fibres, such as seamless sportswear, high-value fashion items and functional garments, may be imported on the recommendation of the relevant association (BGMEA/BKMEA).
Amendment item 3 starts on Gazette page 1 and its proviso continues on page 2.
Official original · PDF page 2In table serial numbers 1 and 2 under paragraph 25(2)(a), insert “and other inputs” after “fabric cotton”, “fabric (man-made fibre)” and “synthetic fabric”, respectively.
The amendment expands input descriptions; it does not newly replace the base 50%, 70% or 60% limits.
Official original · PDF page 2Add this proviso at the end of paragraph 25(4): special fabrics of any shape or size used to make special garments made solely of artificial fibres, such as seamless sportswear, high-value fashion items and functional garments, may be imported on the recommendation of the relevant association (BGMEA/BKMEA).
Official original · PDF page 2For exports of specialised textile and hosiery products against confirmed and irrevocable letters of credit or contracts, raw materials and packaging materials, including goods on the prohibited and conditional lists, may be imported against back-to-back letters of credit or contracts in quantities determined by the Utilisation Declaration (UD) or Utilisation Permission (UP).
Official original · PDF page 2In paragraph 25(11), replace “instead of” with “subsequently” after the phrase concerning import pursuant to subparagraph 2.
The amended procedure must be read with the remaining buyer-confirmed-contract, bonded-unit and certification requirements; this is not a blanket FOC waiver.
Official original · PDF page 2In paragraph 25(11)(b), replace “EkOC” with “FOC” after the phrase concerning subsequent compliance with the instructions in subparagraph 11.
The 50% capacity route for new or restarting factories is already in the base provision; the amendment corrects the term.
Official original · PDF page 2In paragraph 25(14), replace “supply” with “procure” after “raw materials in the quantity stated in the UD”.
This amendment is to paragraph 25(14), not 25(13).
Official original · PDF page 2For industrial establishments holding bonded-warehouse licences, the quantity of salt to be imported shall be determined on the basis of annual entitlement approved by Customs and actual use. Sponsoring-authority recommendation shall not be required in this case.
The exception is limited to bonded industrial establishments; the base statutory salt controls are not generally repealed.
Official original · PDF page 2All approved industrial establishments may, without an import registration certificate, import capital machinery; any establishment may import capital machinery needed to establish an industry.
This replaces the former sponsoring-authority capital-machinery-list wording. Other applicable controls remain.
Official original · PDF page 3An industrial establishment may import the spare parts needed for repair and maintenance to keep its capital machinery operational and productive.
The former year-by-year 2% / 1.5% / 2% table is replaced. This provision alone does not create a duty exemption or waive all other approvals.
