Guide to Export
From exporter readiness and buyer agreement to shipment, receipt of proceeds and reconciliation. This guide covers goods exports; services, online sales, zone enterprises and special arrangements have additional route-specific rules.
What to sell, where to sell and how to sell
Test your product against available inputs, production capability, quality and delivery consistency. Compare destination demand, competition, tariffs and buyer expectations. Verify a prospective buyer’s identity and commercial credentials; agree the specification and sample approval before committing production.
Prepare an offer that connects the product, quantity, price, payment terms, packaging and shipment schedule. Keep approved samples and buyer correspondence with the order so production and document preparation use the same specification.

01 Establish the exporter
Use CCI&E’s OLM for the relevant ERC service and follow the current entity-specific attachment and renewal requirements. Align the exporter’s legal name, address, tax/VAT identity and bank particulars across registrations and commercial documents.

02 Check product and destination requirements
Confirm the HS classification and review the Export Policy’s prohibited and conditional categories. Establish the destination’s standards, packaging, labelling, testing and origin requirements before accepting the order. Preferential access depends on the applicable origin rules and evidence; an ordinary certificate of origin does not itself guarantee preferential treatment.

03 Agree a workable export order
Set product specifications, price, currency, Incoterm and named place, delivery date, inspection, payment route and documentary requirements in writing. Check whether the buyer can obtain any destination-side approval. For conditional products, settle the permission sequence before committing production or shipment.

Review the contract and LC before production
Use a written agreement with clear parties, product and quality terms, quantity, price, payment, shipment, packaging and dispute provisions. Where an LC is used, reconcile it with the agreement and identify unworkable documentary conditions before dispatch. Ask for necessary changes early.

04 Arrange the AD-bank route and declaration
Have the AD confirm the applicable payment arrangement, EXP declaration and reporting. Circular 26 requires EXP declaration unless an exemption applies. Open-account arrangements have their own conditions and risk controls; an export order alone does not establish eligibility for every payment route. Review route-specific amendments, including the August inter-company amendment where relevant.

05 Obtain applicable certificates
Identify the responsible authority and obtain any required export permit, health, phytosanitary, quality or origin certificate. BSW provides participating agencies’ CLP applications and certificate-validation services. Check the applicable agency’s service and scope rather than assuming all certificates are available through one window.

06 Prepare the declaration and ship
Prepare the invoice, packing details, EXP and other applicable shipment evidence. Submit the export customs declaration through the applicable process, complete examination or agency checks, and obtain clearance before dispatch. Keep the final transport and customs records and reconcile actual shipment particulars with the order.

07 Present documents and manage discrepancies
Send the required documents through the agreed banking or collection route. Match invoice, transport, insurance and certificate particulars with the LC or contract. Have the AD confirm whether direct dispatch is permitted for the route; do not assume original title documents can be released directly. Track discrepancies, acceptance and payment due dates.
08 Receive proceeds and reconcile the export
Monitor full proceeds through the AD and reconcile receipts with invoices, EXP and shipment records. Circular 26 Part A paragraph 8 prescribes four months for repatriation, subject to applicable authorization or exceptions; specified raw-jute and jute-goods arrangements may extend to 360 days under stated conditions. Obtain AD advice before treating an extension as available. Complete realization reporting and document disposal through the bank, and resolve short receipts or overdue proceeds.
Understand the purpose of the export documents
| Document | Purpose / checkpoint |
|---|---|
| Commercial invoice | The seller’s commercial claim; reconcile goods, price and parties. |
| Packing list | Package-level contents, quantities, marks and weights. |
| EXP | Bank-linked declaration and proceeds reporting, subject to exemptions. |
| Bill of Export / shipping bill | Customs export declaration and clearance record. |
| Bill of lading / airway bill / other transport record | Shipment or receipt evidence; legal effect depends on document type. |
| Origin evidence | Origin certification or declaration under the applicable scheme. |
| Health / sanitary / phytosanitary / quality certificate | Product- and destination-specific certification. |
| Insurance evidence / draft | Include when the agreed terms or collection / LC route require it. |
Do not require every document for every shipment. A certificate’s need, issuer and format depend on the product, destination, scheme and contract.

Plan quality and origin evidence before dispatch
Identify the required product tests, inspections and origin evidence while negotiating the sale. For preferential access, check the destination scheme and its current proof-of-origin rules. Obtain the appropriate certification or permitted declaration rather than assuming one generic certificate covers all markets. Coordinate the shipping agent, forwarder and clearing agent around the final documentary requirements.

Arrange production and post-shipment funding
Prepare a cash-flow schedule covering raw materials, production, dispatch and the expected buyer-payment date. Discuss the available pre-shipment or post-shipment facility with the AD, including recourse, security, costs and the effect of delayed receipts. Match financing to the permitted export and payment arrangement. Circular 26 contains export-transaction and related financing provisions. Circular 32 covers loans, overdrafts, guarantees and external borrowings; consult its applicable provisions where the proposed facility falls within that scope.

Collect realization evidence and check any benefit claim
After receipt, obtain the bank’s proceeds-realization evidence where required and reconcile the order, shipment and bank records. Treat cash incentives, bond facilities, drawback and preferential tariffs as separate eligibility checks. Confirm the current product coverage, shipment period, evidence and claim deadline before recognizing a benefit in the transaction’s return.

Samples, temporary exports and returns
Samples, repair-and-return shipments, returned exports, re-exports and entrepot trade need the relevant special procedure. Establish whether goods must return, whether proceeds arise and which declaration, permit or bank evidence applies. Do not treat a free sample or a returned shipment as automatically exempt from all controls.

Some Customs checklists still cite the older Import Policy Order. Use them for document planning alongside the current Order and amendments. BSW manuals describe application screens; they do not determine legal eligibility. Historical BTP guides are not used as current deadlines or fee schedules.
