Import Without LC: Bangladesh Contract Workflow

Trade Finance BD Editorial Desk · Published · Sources and corrections

Importing under a purchase contract requires a complete operational file. Product permission, payment terms and the bank’s authority to settle the import must be examined separately.

Answer first

Start with the goods and importer, then establish the applicable non-LC route with the AD bank before shipment. A contract or a TT instruction alone does not resolve every regulatory or documentary requirement.

Four questions that need separate answers

QuestionEvidence to assemble
May these goods be imported?Actual specification, classification and applicable product conditions
May this importer use the proposed arrangement?Importer status, effective IPO provision and Bangladesh Bank requirements
When and how will payment occur?Contract, collection or payment instructions and any financing agreement
How will shipment and settlement be evidenced?Transport documents, invoice, Customs evidence and required reporting records

Do not combine unlike terminology

A purchase contract records the sale agreement. Open account describes a payment arrangement. D/P and D/A describe documentary collection release instructions. TT identifies a transfer method. Supplier’s credit and buyer’s credit describe different sources of financing. The presence of one term does not establish that every other feature is permissible.

Likewise, a collection bank’s handling of documents is different from an issuing bank’s documentary-credit undertaking. An importer should assess supplier performance and shipment controls explicitly when choosing a non-LC route.

Build the file in transaction order

  1. Goods and importer: establish specification, condition, end use, importer category and product permissions.
  2. Contract: agree the parties, currency, amount, delivery term, shipment window, payment timing and remedies.
  3. AD review: submit the proposed arrangement and obtain the bank’s transaction-specific documentary and reporting instructions before committing to shipment.
  4. Shipment: collect documents that identify the goods, shipment, seller and payment obligation consistently.
  5. Customs evidence: reconcile the import evidence with the contract and bank records; investigate differences.
  6. Settlement: confirm the maturity basis, beneficiary details and outstanding reporting or evidence requirements before remittance.

Example: a trader buying for resale

A commercial importer receives a quotation for machinery on deferred payment. The importer should not infer that a financing facility described for an industrial user applies to the resale transaction. The bank must map the actual importer, purpose, terms and effective rules. The same machinery description can appear in transactions with different eligibility conditions.

Prepare a short exception register: missing supplier information, changed shipment dates, revised value, overdue obligations and differences between invoice and import evidence. Assign an owner and resolution date to each item. Do not replace missing evidence with a generic internet checklist.

AD bank handover checklist

For paragraph-level treatment, use the portal’s Circular 30 guide and IPO reference hub. This workflow deliberately does not infer a universal tenor, permission or exemption.

Sources and further examination

These are original educational explanations. ICC rules apply according to incorporation in the instrument; use the applicable authorized publication for detailed examination. Bangladesh requirements must be read with effective amendments and transaction-specific conditions.
